Im no expert, but I would think definitely as long as no sick plants were grown in them before. Add some fresh compost, worm castings, perlite, vermiculite, fertilizer, ect and you are good to go! Might be easier to dump them all out and amend if compacted tho.

I would dump all the soil in a large bin or on a tarp, add water (a lot of soil in old pots that are laying around become hydrophobic), compost, a small cheap bag of nutrients, and put the soil back in their pots.

There will be lots of weed seeds in the top layer so if you can get rid of that when you remove the weeds it will help, fresh mix on top would be good too.
