My money is on a Pygmy Date Palm (*Phoenix roebelenii*), but not absolutely certain. The browning at the base is totally normal; just trim the dead fronds off to keep it looking neat. It does look a bit cramped and dry in that pot though, so if you want to keep it, maybe consider moving it into something a size bigger with some fresh potting mix, and give it a good drink. A slow-release palm fertiliser once or twice a year will keep it happy too!
