I bought shelves from Bunnings, a Barrina LED grow light set up and a Tapo smart wifi power strip for way under $700. I use it for my orchids. They are growing amazingly. Grow lights indoors are great because you can monitor everything ie heat, moisture, humidity and light.
$700 to set up grow lights in a backyard is hilarious.
The sun you’re emulating is literally a few meters to the right in the third pic.

If you have space outdoors, there is no substitute for daylight. The capture -> store -> output losses will never, ever be better than simply putting them outside.
Even if you have panels in a sunny position, and plants in a shady position it is a difficult equation to make work. You’d be better off with an array of daisy chained mirrors.
