Maybe a soil analysis–from your local university extension office–would help. Could be a pH issue.

Core aeration, put soil conditioner into the holes then over seed in the fall. At least that’s what I’m doing.

Don’t grow grass where it doesn’t grow.

If it was me, I’d scarify, put down good fescue seed, cover it with peat moss, and water 3x / day until it spouts, then 1x / day until it’s mowed twice.

I like a cool season grass even in warmer NC, but not much different an approach than what you could do: https://www.reddit.com/user/digitect/comments/1se5czk/lawn_recommendation_zone_8ish_nc/
Fall is the best time to plant it unless you are willing to water like crazy.

Go get a dump truck full of dry hog manure. Spread it all evenly over your entire yard. Lots of grass seed and water or pray for a regular rain.
