Can’t really tell, but the easiest way is the scratch the bark, if it’s green underneath it’s alive, if it’s brown and crispy, it’s not , BUT, If it’s all brown and crispy, cut it back and it may reshoot from the base.

It’s still too early… IMO. As bists commented, scratch the bark & look for green. Early spring is a good time to prune it when/if necessary… fall is better but early spring is good too. New growth should start within a month.
I see it’s a newer shrub for you… make sure your soil is acidic, summersweet likes acidic soil.
