My baby climbing monstera has these spots and isn’t growing well. What is it? How to I get rid of it and get my plant back to thriving?

Definitely mealy bugs looks like a mix of young and adults. I would isolate this plant immediately and if you have other plants check them as well.

mealy bugs spray them with alcohol until they are brown to kill them, and check leaves, stem and soil for eggs and other adults

It’s looking mealy. Take her and any plants around her to the shower, give them a good wash, remove from pot, spray with heavily diluted isopropyl alcohol, wash them thoroughly again with water, wash the pot with alcohol, repot in clean soil and spray down (front and back of leaves) with neem oil. Do this with any plants around it and any plants showing similar signs. They WILL kill your plant if untreated. I have battled the same lol
