Solid PVC lines are being installed behind my condo with these drainage buckets being added a low points. But they just cut out the bottoms of the bucket so it's open to the soil. Seems wrong but I'm not familiar with drainage.
No, this is a drywell. you need voids below the drywell in order for water to dissipate. They need to dig out the area below it, backfill it with a large aggregate gravel, then bring the grade up to flush with the grate.
Also, that grate is HUGE for the size of that drywell.

It’s not horrible but not great, it will work fine as long as the pipes are pitching. The pipes should be into the basin a few inches with the outlet lower than the inlet. Those catch basins will work great. As long as the lawn is cleaned up the basin is low enough and in the right spot to catch the water and the pipes flow. It’s just drainage don’t sweat it.

I wish they had drilled the holes in the basin to fit. It looks like they used a claw hammer!
