It’s a species of redbud (genus cercis), probably native eastern redbud (Cercus canadensis). When trees flower directly from the bark like this, it’s called [cauliflory](https://en.wikipedia.org/wiki/Cauliflory).

Redbud! We get the blooms here in New Jersey this tine of year but this si the first year I have noticed they get blooms on the branches!
