I think Dahlias grow from the tubers, they’re under the earth. You’ll need to get a new tuber for your mom.

I think 2 is your best bet but honestly I would wait until the plant gets a little bigger to take the cutting. That way the plant will DEFINITELY grow more shoots where you cut it. I’d also wait to see what the general consensus is in the comments before cutting.

I’d go for 1. The node below it will send up new leads. There is a vid out there where you could make several cuttings just from this one cut but you have to be pretty exact with things.
Also, make sure to use rooting hormone – gel is my preference. Keep them warm and moist (moist, not wet) and you’ll have a new cutting root pretty fast.
Why position 1? Note that plant hormones are at play here in a major way. The tip of this plant is full of a hormone that inhibits the node below it – once you chop off the top, that signal goes suddenly quiet and the lower the node the louder that signal is. It’ll take a week or so but soon after you’ll see two new leads want to grow like crazy from below position 1.

I personally wait for 3 sets of full leaves and the cotyledons befores pinching, so I’d be waiting a teensy bit longer before pinching this little cutie! Looking VERY healthy!! 🌸
