I like thyme. It’s not as resilient as grass when it comes to being trampled on, but tolerates poor soils and drought fairly well (once established). And yes, it blooms and you can make tea of it (maybe not from right next to often-used road). You might have to occasionally pull some weeds that come up through.
Note: *T.serpyllum* is native to where I live.
