Dig it down around it to expose the riser & find out “ if “ you can cut that riser short enough to lower the female adapter and plug to just below grade ! “ If “ you have enough to cut out a section then buy a coupling, cut out the 6” or so, clean and glue your adapter back in place !

Call your local service company and they’ll replace it with a lower one. If you life in a new development they keep em high for easy access but will replace it for free to avoid damage. At least thats how it was at my house – after I ran over it with the lawn mower.

Had the same problem, I dug down a bit and put this around it, also allows you to chop the top off and make it flush with the ground without worrying about dirt getting in it.
