In terms of being able to save the tree, I would say yes to pulling it upright and putting a cable on it if there is enough space on the backside to do so. That being said, I do not believe that this particular tree is in a great location. The wood fence would be it’s first casualty.

Not the best location for this tree. It’s too close to the house as it gets larger. I would remove it. Plus your neighbor might not like it there.

Probably can be saved but the conditions of that planter it’s in and the proximities, if it weren’t so large I’d say it’s a good opportunity to replant it somewhere else. Even if you save it you will always have problems with this tree

My guesses for why it failed. New fence and stones have impacted the roots, where it was planted maybe had less wind exposure leading to weaker wood, and too much growth weighing the weak wood down with weak and damaged roots.
Ngl best just to remove it and plant something else in that area.

Leland’s are notoriously shallow rooted and fall down a lot. You can try to prop it up and stake it, but it may just keep falling over in heavy wind. I am not an arborist

Seems like multiple compounding problems:
1. Unrelated to the fall — too close to fence.
2. Over-saturated soil, which disrupts the shear strength the ground provides causing the roots to lose their anchorage. Add in wind, and the tree topples over like a sail.
3. Planted too deep, which chokes the tree and rots the rootflare.
4. Speculation: Newish fence, likely root zone damage when the posts were installed.
