The white on the soil is fungal mycelium that’s gone a bit mad from overwatering. It needs careful repotting adding some special fern potting mix. Keep that away from the plant tho.
You need to back off the watering, use a trigger spray to mist the leaves and make sure the centre node is moist. The potting mix doesn’t need to be kept that wet.
The white spots on the leaves appear to be white fly. Look at them under magnification to see if they look like fly or not.
The central node needs to be protected from any insecticide or horticultural oil you use.
