It has barely leafed out at this point, so I think your judgment may be premature. When did they prune it?
That’ll take about 5 years to fill back in with new growth.

make my Japanese maple look like a crepe Myrtle service. At least I wouldn’t call it butchered
It will grow back properly, they cut it so that it grows taller. They did cut too much at once though.
