Pics attached: after > before > citrus tree?

I need help with where to start here. I’ve moved into this new place and wanted this weird patio area to be a completely blank slate for me to start something new. I still need to wash the dirt off the brick.

I want to plant some Jasmine along the back against the fence that’s for sure, any other recommendations? Can I just dump some soil above the dirt where I want to plant some things? Super beginner, any and all advice welcome! Also if anyone could ID this stem growing out of the tree stump that would be awesome.

    If it was a citrus then it will probably be a dwarf root stock

    Pull up all the bricks then get someone to stump grind tree stump

    Since it’s a rental I wouldn’t put too much more effort in aside from a good spray with Roundup to finish knocking back the weeds, try pull those citrus suckers/or cut them and spray/dab with Roundup to finish them off.

    Then as far as looking nicer, pots. Lots of nice pots and plants you like suitable for pots so you can take them with you when you leave.

    If you want to try for some veg if the sun hours are good, get some long and/or standing tubs.

    If you want to try for a vine like Jasmine in the back area first figure out what kind of soil you’re dealing with. Is it sandy, loam, clay or sandy/clay loam which will affect water drainage. That will help figure out what needs to be done/added to improve it. Eg. Gypsum if it’s clay, especially heavy clay to help break it up and make the ground workable.
