New homeowner and our neighbors yard is an eyesore. We bought the house in the winter and it was completely covered in snow the few times we visited. Now I’m generally curious what he’s trying to do. Create retaining wall? Also worried if this a hazard if this isn’t stable. He has dead tree stumps thrown down the hill which have rolled and pushed our fence in (2nd photo). Doubt he’d want to fix up his yard if we asked so wondering if there’s anything I can do on my end to hide it? Current fence looks about 6 ft. My husband wants to grow a garden on that flat part so putting trees wouldn’t be ideal for sunlight. Looking for any suggestions!

This is why HOAs exist. Sadly
I may get flamed, but bamboo will hide this for sure. Yes, it’s invasive, but that’s a horrible mess to constantly view.
Bro. I think that house is about to be in your backyard.

I think you need to call the city. They can send out an Inspection guy and get that straightened out.
Tier your backyard. Plant evergreen trees.
Looks like fun. Show them this and offer to help them build it.

I know you don’t want to create too much shade but based on the angle of the sun in the first pic, adding a wall of plants shouldn’t actually block out too much of the light.
I’d recommend something tall and quick growing like a cypress. Depending on the variety, even just 4 plants will grow fairly tall and wide within a couple of years.
Stay away from plants that are invasive like bamboo even though they do grow quick, it will expand under the soil faster than you’re able to control.
This is the solid argument for an HOA. Jeezuz Christ
Call the city and report a trash house and public nuisance
Love when they don’t include information that would help, like country, state, or county where this mess is.
Call the city. 🏙️

Interesting is an understatement
I would call code enforcement. This is a disaster waiting to happen.
Isn’t that like a nightmare when it rains?
Call code enforcement.
Call the city. That’d never pass inspection for any reason. They’ll be forced to remove it or be fined repeatedly.
I don’t normally care about other people’s mess, but damn… that’s a hazard and a half
I would create an evergreen hedge. It can grow quite tall, enough to hide this eyesore
I’d ask them if they needed help clearing g the yard
I would just plant trees and move on. Normally in favor of talking to somebody about an issue but that is a bunch of shit to clean up and not likely to happen just because you bring it up. Not hard to get a 10’ row of trees going and your yard will be better off anyway

Call the city building dept tomorrow morning. That shit will collapse.
Is this the lady digging for stone under her house to build castle walls?
I don’t disagree with dropping a dime to city inspectors. For quick resolution , replace the fence and make it as high as possible you can. If allowed by code add a wire trellis on the top to gain a couple more feet in height and grow a climbing vine. Pyracantha, Jasmine , whatever will grow in your area. If you can’t add the trellis, plant trees. If Italian Cypress will grow in your area plant them. They grow fast and tall
Pencil arborvitae. Grow fast and tall.
