Coastal morning glory! Pretty but so invasive. I’d talk to the neighbour and maybe offer some help at tackling it. It’s best removed by cutting it at the base and painting cut stem with herbicide. It’s a mammoth task unfortunately

It’d suggest following it to where it meets the soil. Cut it and pull the roots out if possible. Discuss with your neighbour obviously. Lucky thing is it only spreads from cuttings and growth as it’s unable to produce seeds. Good luck!

Might be stating the obvious- but the fence looks likely to be asbestos..? So be careful removing the creeper off that it case it is a bit brittle etc

That’s nuts. I have morning glory at the front of my house and it requires a lot of work to make sure it doesn’t climb my bricks, fence, and encroach onto my driveway. It’s a terribly stubborn plant

Put a runner into some water with roundup…hopefully it’ll kill the whole plant.
