Worried about the bulge on the other side too (next couple photos, last photo shows full tree). What do you guys think? Does this need to come down? The black spots are from tar my Grandpa put on back in 2012. Whether that was good or bad I don't know I'm just mentioning it incase it looks like decay or mold, that is from the tar. I intentionally kept the photos cropped in because the neighbors are out and didn't want to get their faces. I don't notice any oozing stuff or wood dust like I had on another tree that did need to come down at another place. Thank you very much in advance.

That is…not an ideal trunk structure. Theoretically, one severe storm at the wrong time of year could cause that to split. On the other hand, the tree looks like it hasn’t split in the last 30 years, so it may be fine.
I’d suggest hiring a TRAQ Certified Arborist to perform an on-site tree risk assessment. If there are any major defects, they’ll find them. And while I’m personally not a fan of cabling/bracing, this tree might be a candidate for that.
Just out of curiosity, is that a Norway maple?
