It looks like a Euphorbia horrida to me. Though Euphorbias share some growth habits with cacti, they are not cacti. Wear gloves if you repot this, there is a white sap in many Euphorbia species that can cause skin irritation.
Looks like the one I bought yesterday! The label says euphorbia cereiformis. There were euphorbia horrida for sale there as well, and they looked like this but much more white in color, so not sure if horrida is just the white ones.
