If that’s a dracaena you can water prop it. Change the water every week. Be patient.

Put it in s small pot of well draining soil and then put a clear plastic bag on it. Open daily to avoid mould. The humidity in the bag will make it root faster. Keep it slightly damp, not wet. Put it in a spot that gets some good light or mimic the conditions of where your neighbour keeps theirs.

It’s a hit or miss. First, I’d recommend you casually grow it on soil near the drainage (only after you saw it ok, then put in pot). Root aphids love to flock around the cuttings.
