Looks like a very etoliated euphorbia milii, the red variety. Normally they have an upright shrub-like growth habit.
If the plant was physically damaged recently, the white spots could be old dried sap. It could also be mineral impurities from water (dew, rain, etc) that have dried on the leaves. Do the spots come off when you rinse the plant?
