Spray with eco oil ,or white oils will help with leaf miner
80% chance it’s leaf miners. Are there any wriggly traces on the leaves? Spray eco oil to prevent, particularly young leaves. The damage can’t be undone unfortunately.
You need to cut off and dispose all the infected foliage. Then when new growth starts, spray weekly or more to keep the larvae away from the new growth.
I hate citrus leaf miners. My next door neighbour has a lemon tree that is absolutely infested, so no matter how many times I get rid of them on my trees, they always come back.
