    Do not cover that grate with rocks. Catch basins need to be wide open to swallow water from that downspout. If you bury it you are just creating a debris trap that will force water to back up onto your concrete pad. Your immediate threat right now is all that loose bare dirt sitting flush with the plastic. The second a heavy rain hits that mud is going to wash straight through those slots and completely clog your underground pipe.

    You need to pull that soil back so the basin sits slightly lower than the surrounding grade. Lay down some heavy non woven geotextile fabric over the bare earth and frame the basin out with oversized river rock. Pack the rock tight around the plastic but leave the grate fully exposed. The rock and fabric will lock the soil in place and filter the runoff before it enters your drainage system.

  2. Put some grass seed or native plants around the drain, but don’t cover the drain with anything. There’s no point impeding the new drainage system.
