Kind of looks like it. Im not sure what the best method is, but i went with manual removal and neem oil. Used a Q-tip to scoop and roll all the fuzzy nests up, then dabbed neem oil on a fresh Q-tip and wiped all the corners of my plant. Did that daily for a few weeks and they seemed to go away
Yep. Definitely mealy bugs.

The fuzzy one is mealy but the smaller ones next to it is scale.
