I mean for now you just have to wait and see it looks pretty healthy other than needing a good pruning, don’t make a problem where there isn’t one yet

Well, hopefully it’s winter and the tree has normally lost its leaves. If it’s spring, it should start sprouting when all the others do.

You have grass growing right up to the trunk and the tree looks like a telephone pole shoved straight into the dirt. Trees need their root flare exposed to breathe properly. Grab a hand trowel and carefully dig the soil away from the base until you find the first thick woody roots heading outward. Once you find that flare leave it exposed to the air. Right now that turf is completely choking the tree and stealing all the moisture and nutrients it needs to push healthy seasonal growth.
Next you need to clear a wide circle of that grass away from the base entirely. Put down three inches of natural wood chips to hold soil moisture and keep your weed whip away from the thin bark. Just make absolutely sure the mulch does not touch the trunk itself. You also need to realize this tree is planted way too close to that vinyl fence corner. As those multiple trunks expand they are going to warp and crush those panels so you should honestly consider moving the tree out into the yard a few feet while it is still young enough to survive a transplant.
