Philo Pink Princess – leaves but no roots?


I chopped up a well-established but wonky and leggy PPP a few months ago. I put the cuttings in water and waited for roots to appear, as they had from cuttings from this plant in the past.

Here we are a few months later. My top cutting got some roots, but most of my single leaf cuttings didn’t. Weirdly, most of the single leaf cuttings are putting out clusters of tiny leaves without any roots? I’ve attached some photos of one, but 5-6 of them look like this. What do I do with them? Can I move them to soil? Do I cut the original leaf off? Will they keep growing without roots?
