I am wondering if my japanese maple emperor 1 is grafted ? I am fairly new to this and I feel very unsure about this.
the trunk has a funky angle at about 4" and a weird "something" higher, where the green tape is.
Does it look grafted ?

Yes Emporer I Jap maples are grafted.
The graft is very easy to see if you know what your looking for. It looks like it was done with a wedge graft which is quite odd as theyre normally done with a side veneer.
In your first picture if you look at the base of the trunk you can see the bark of the stem form a darker “V” with lighter gray bark to either side. The darker bark is where the scion (Emporer I) was grafted onto the rootstock (Acer Palmatum – Japanese maple) which is the lighter grey bark.
