Those lights are not strong enough for growing peppers indoors. They’re a gimmick to get people to pay a few dollars more for seed cell tray kits. If you want to grow pepper seedlings indoors you need real grow lights.
Do you have them on a heat mat? Peppers need to be warmer than regular indoor temps in order to germinate
