Check a local hardware store that has a lumber yard or nursery in it. We sold individual flagstones at one I worked. I would think Lowe’s or HD would probably sell individually. Look for a ‘nursery’ in your area

I’ve always been able to buy a few individual flagstones at local rock landscape suppliers. We have a place called KRC Rock Landscape Supply and Building Materials that has all kinds of flagstones available.

My Lowe’s often has something similar, for under $10.
It has to be bedded propertly so it doesn’t crack, but otherwise it’s easy to work with.
