Losing leaves and where does new growth come from? Can I trim?

I’m getting growth upwards of new leaves that look healthy. I get the lower leaves will fall as top grows – but I have a branch nkw where nothing is growing and the tip looks brown – I figure that’s where new growth would come but it looks dry.
