This little dude has been through hell and back. It’s been chewed on by critters and managed to survive but now it’s developed this disease colored infection. I’ve had this dude for a year now but ever since it’s developed this discoloration it’s stopped any growth. Should I cut the growth thats still okay and root it into a new pot and just leave the rest to see what happens or let it ride out. PS, the soul underneath it mostly rocky soil, I just didn’t have enough to cover up the rest so I used what I had…!

It’s old damage from insects. If they’re still present it’ll happen again, otherwize it’s fine. But you can repot on its own if you want the entirety of the plant to look good right away. Also your soil mix looks not so great.
I would remove the pup, root it on its own and throw the rest away.
I’d cut it and root the pup.
Id remove the whole plant from the dirt. Spray they entire thing, into the roots with ur trusted insecticide/fungicide- just both. Then repot in soil for cacti. Id want to see the roots of this guy for some reasons.
I’d repot, inspect the roots and maybe wash em (looks like your bug issues have temporarily ceased)
If you don’t see any good growth after a few months, then I’d try and take cuttings and root em
A lot of fungal diseases can embed themselves in the flesh so just keep an eye out
Cactus definitely needs root therapy and some good love
