
I found one of these dumped on the side of the road

Pulled over to scope it out. When you pull the starter cord it make a gurgling sound as if it's trying to turn underwater. I noticed that a dark brown oily looking liquid spills out of someplace on the bottom when I do. So it seems as if it is non-functional currently. I have no need for a chipper myself but I saw the price tag and thought it might be worth trying to fix or selling to someone who could fix it.
Anyone have any ideas or thoughts? I think it's guaranteed to make a mess in the back of my truck if I throw it back there.

I wouldn’t.
I had a working one very similar in size. As you see it takes up to three inch diameter sticks, but that’s if they’re straight as dowels. In reality, it will jam up and be annoying. Any curves or side branches will stop it.
