Looks a lot like thrips or spider mites. Check if you see small larvae or small webs or bugs.

I don’t know for sure, but maybe it’s the water? I believe calatheas are sensitive to the water in the soil and in the air. It may mean you need to purify the water from your tap before you water it. But idk for sure

Mine looks the same right now ): it’s got so many new leaves sprouting though. I think it could be my tap water so I’m going to have to switch

You got thrips , you can see the larvae on the lead, and it’s not dust . I would treat this plant for thrips immediately and check any others it was near
