I am going to leave the brand out for now but having trouble with a liquid propagation product that hasn't happened in the past

When I dilute the concentrate, once the dilution hits right around 1:1 (let alone 1:5, 1:10, or 1:20) the mixture gets very cloudy, almost milky, and white crystals begin to form in the mixture and just hover in there suspended (i assume this is the IBA/NAA separating out)

I got a replacement bottle with a totally different batch number and it had the same issue

I understand that IBA and NAA dissolve into alcohols but not water. So it kind of makes sense that diluting with water would make some begin to separate out. But this seems like it's .. everything? And hasn't happened in the past?

Oh I also read it might have to do with the hardness of the water being used. So I bought a gallon of distilled water to dilute it with and the same thing happened.

Any experience with this? Defective product or what am I doing wrong here
