Worcester City Council said the proposed annexe for 60 Teme Road would have resembled a house in its own right.

Planners said the building, which would have had its own kitchen, bathroom, living area and a bedroom, was an “overdevelopment of the site that does not respect the character of the area” and would have an “overbearing impact on neighbours”.

“The annexe would seemingly benefit from all the usual facilities that one would expect to find in a dwelling,” said the council.

“Other than the shared garden space, there is no evidence that there would be any interdependency between the annexe and the main dwelling and the annexe would for all intent and purposes be capable of being self-contained and self-sufficient.”

The annexe had been proposed for the end of the back garden and would have been accessed via a new set of steps.
