You won’t be able to remove those without hurting the integrity of the crown. Best to let them just grow out a become a living piece of art 😊🪴

The rosset in the middle are baby rossets and removing them may not help as much since generally if a echeveria starts producing offshoots aka baby rossets and you remove them it will just reform the offshoot again.
But if the offshoots do cause too much energy to be drained from the mother plant you should give the echeveria a slight boost in fertilization if not recently fertilized and more sun.

Why are you removing them ? They’re supposed to be there. Ideally you’d give it better light and a repot etc
