just bought a home in Illinois. Previous owners neglected the lawn (tons of work to do). Grass is probably 8+ inches long and laying on itself. Can I cut this if it’s above freezing? Or wait until next year?

If that were me I’d cut and bag it.
IMO cutting it is better than leaving it that long. Just don’t cut when frozen.
Mow low (1 inch) and bag clippings. Sometime between March-May apply crabgrass preventer once.
