I keep my new plant babies in 100% humidity for a while to make them very happy. I recently got a seed heat mat and put it under the prop tray, was this a good idea or possibly harmful to the plants?
The heat mat should add warmth which is really helpful for seedlings! As long as you monitor the mat to make sure it’s not too hot and stays moist it should be good. If you start to smell any thing I’d check around for rot or mold. Heat + Moisture will naturally make a breeding ground for bacteria.

you definitely need some kind of oxygen exchange. Even if it’s just burping the container a couple times a week.
