Painted Leaf Begonia or Rex Begonia. Of course you can propagate them. Either by cutting a leaf with stem long enough to burry in soil and still keeping the leaf stay up, or by making incisions in the veins of the leaf and lay it down in soil and lightly cover with soil. Don’t over water it tho.
