Hoya kerrii also known as Sweetheart Hoya or valentine plant! I believe a single cutting of it, like pictured, won’t regrow unless it has a node. You can do this with other succulents and they will usually grow.

It will survive like that but without a node it will not thrive.
I got one that looked just like that about 5 years ago. For 2 or 3 years, it was just a single leaf in a pot, but suddenly, it started growing, so it might not be a lost cause.
