Blackberry probably needs nutrients so either double the pot size with all fresh soil or use nutes. I like the topical type of fertiliser

It really needs to be in the ground and the right ( for us it would be a good Organic fertiliser & mulch) We have a thornless blackberry & tayberry on our Allotment they do well in the ground, if a pot is your only choice you need something a lot bigger and the soil needs to be nourished at the right time, cause that’s very important, Happy Blackberry growing ours have each year given us more that the year before…. Prune & Feed being the thing to do, well Good Luck.☘️

How are you pruning it? Blackberry canes are biennial, they grow one year, flower and fruit the next. If it’s never flowered (not even stress flowering) you may be cutting off first-year canes before they get the chance to flower.
