Hi all, one of my outdoor plants has developed this white mildewy substance on the stems and the leaves have darkened. Is this a fungus? If so, how can I get rid of it? It is an outdoor plant that gets natural rain (no additional watering) and natural sunlight in the mornings. Thanks!

Not sure from the photo whether it’s a fungus or mildew of some sort, or an infestation of something like wooly aphids. A close-up photo might help, as treatment will depend on what it actually is.
Its really hard to tell without a closer photo. It could be scale but hard to know without a close up.
