As you can tell the green manure sown in the bed behind has done very well, both sown on the same day, but am i better just cardboarding it and covering it in Compost on the bottom bed?

It hard to tell is that not your green manure sprouting? what did you sow ?
Leave until the spring, it’ll hold the soil together.
If your worried about soil then get some ecosystem dirt, it comes with worms n stuff and other insects. Or just buy them and chuck them in
