This tree in my garden has splitting and crumbling bark. It is also quite 'loose', in the sense that it is quite easy to rock the whole tree back and forth.

Put it this way. If newton had sat underneath it, we might never have discovered gravity.

    Is it a rowan ?

I have a fuji cherry that suffers from this. Usually caused by temperature differentials, canker, etc

If this is indeed the same thing which someone more knowledgeable will tell you, there’s not much you can do.

Remove that black webbing and try and make sure there’s no areas where water can pool and cause further decay.

You’ve just got to help the tree try and deal with it, give it some mulch, remove any dead limbs to improve air flow, and pray.

If you do cut any fresh limbs, you need to use sterile tools as canker is a fungal infection.

I thought that was a dead bird in the tree branch, then my mind clicked it was netting

  4. Drought stress, planted too deep and a short lived tree anyway(assuming some sort of cherry).

    Its on its way out.

Remove the tree, mulch the area and plant a new one. It’s pretty screwed at this point

Yikes that looks rough, the bark crumbling off is a major red flag. Definetly get that netting off of there if you can. Not an arborist but that thing sounds like its on its way out, might be time to call a pro before it falls on something.

If it’s rocking that easily, the roots might’ve started to decay too.
