I have no clue. This looks like some goofy DIY solution to nothing.
Judging from the damage on the left it looks like it might be fragile and there trying to stop it falling down.
But falling down is one of willows favorite things to do and that weird pool noodle/tape contraption isn’t going to do shit lol
