I don’t know what’s wrong with these bell pepper plants. The one on the left is bushy but tiny and it insists on fruiting, no matter how many times I pluck the flowers. The one on the right is taller but not nearly tall enough and it also insists on fruiting even though I’ve plucked the flowers.
What do I do about this? I obviously want bell peppers but I want the plant to be ready to fruit before I let it.

Mine grew fruit and kept growing
That’s normal for pepper plants. Once they get old enough, they start to grow flowers and continue flowering as long as conditions are right. Size of the plant doesn’t matter, they want to grow flowers
So have mine. I think I’ve pulled over 30 peppers from my single plant grown in my aerogardenish system.
what nutes are you using? if you use higher nitrogen than phosphorus it will tend to focus on foliage growth.
