Found on one tree while walking in the woods of Maryland. Are they seeds? Bug eggs? Mold?
It was impossible to tell if their movement was due to the wind or the wisps moving themselves.

Wooly aphids
Wooly aphids I believe, been seeing these dudes a lot recently
Beech Blight Aphids, aka Wooly Aphids. These little guys are hilarious.
Oh goodness, they look like a white version of the ghibli soots lol
