I bought something similar to this with the same issue besides the shock (if you got electrocuted that means you died). The issue was that the positive wire was soldered poorly and broke off internally during shipping. The same thing happened to yours but the positive wire that broke off is now touching the chassis (the metal bars themselves) and you are getting shocked. The shock is from the driver voltage and not the wall outlet voltage.
My was super easy to fix. I just opened the side rail that the driver plugged into, found the wire, and soldered it back on. I also contacted the manufacture about the issue and they sent me another of the same 800w light I ordered for free. It’s still brand new sitting in my attic still in the original shipping package.
