Kind of a shitty situation if that fence is the property line.. Looks to be as much their tree as it is yours

Tree should come out. Problem gone. Buy a full grown Carob tree on Amazon or wherever. Throw it in a large pot, and put it by the new fence.
Battle of trees, bushes and vines can go on for years. Be the solution.
Carob is gross and stinky. Now you don’t have to feel bad about taking the rest out.
It’s time to remove the tree. It looks like he removed his side. Time to remove yours. Sorry. Don’t damage his new fence.

that tree has significant trunk decay and is a hazard waiting to happen – you’re probably better off removing it completley before it fails and damages something important.
If that gets infected and the tree dies, don’t lose these pictures. Just in case
