Should I be concerned about this tree in the front yard?
The leaves are definitely not as green as last year and I know the big spot near the bottom doesn’t look good. Should I be worried that it’ll fall within the next 2 years? (I rent and may be moving)

You will see the ends of the branches die off before the whole tree does. It is probably not healthy right now but I have seen them give at least a year’s notice before they die. As far as wind resistance goes? Its probably at risk of being blown down in a severe storm.

Yes. Birch is not a long-lived tree. It also seems that a fungus has entered it through a bark damage. In this case, birch decay is usually very rapid.
